Whenever the condenser/freezer fan is running the compressor should be running as they are wired in parallel.
You can usually hear the compressor but also should be able to feel it vibrating.

If it is not running when it's fan is running it could be a problem with the start device or the compressor itself.

Note that checking the compressor windings is not a definitive test.
It will tell you that the compressor is bad if it fails the tests.
But does not tell you that the compressor is good as it may have winding to winding shorts or internal mechanical problems.

I have two temperature knobs inside the refrig. When I turn the "fresh food" knob from 0 to ??, I hear something click on (sounds like its coming from uptop of the appliance) then after a few seconds, I hear a click and it is off. Does this mean anything? In all this, the fan is still working.

I tried to upload a pic of behind the frig but it wouldn't upload. Heres a little more info.

The big black thing (Im thinking is the compressor) this is hot to the touch. Am I suppose to hear this thing running? Not really sure what it's suppose to be doing or feeling like.

The fan to the right of it is working just fine. Its turning and blowing air.

Breaker was tripped - no functions working on kenmore. Reset breaker and all worked fine. 3 days later, freezer not freezing again. Fan on left side (up around ice machine) is running constantly. I looked at back of refrigerator at compressor. It is hot but its not running. I have changed the thermostat switches inside the refrigerator but can't hear the compressor coming on.

About 1 month ago I noticed that the front of the refrig (where the freezer door closes to the front frig) was extremly hot to the touch. Now its normal.

I have blown out any debris and dust bunnies from behind the refrig/freezer.
