Hi.

If the top elements are working, then you need to replace the clock/control board. To make sure that what it is open the control panel, locate the L1 and L2 contacts and using the multimeter check for 240VAC between them.If the correct voltage is present locate the BAKE and L2OUT, set the clock to BAKE and check if there is 240VAC.
No proper voltage - replace the control board
