I have no info on the type of start device in this unit.

Usually the only way to be sure is to try another start device.

Sounds like a compressor or it's start device problem.

Below is a good link on how to check the above.
How To Fix a Refrigerator - Appliance Repair Guide - ACME HOW TO.com

Often the start device (Item 30 in the Universal section) is the problem.

Note: Checking the compressor windings can tell you if a compressor is bad re: an open winding. It cannot tell you if the compressor is good as it may have internal mechanical problems.

The capacitors are very reliable, that of coarse does not mean that the odd one does not fail. The problem is that the compressor check is at low meter voltages and sometimes they will fail only when higher voltages (120) are applied. So again testing can show a bad capacitor but does not show the the capacitor is 100% OK.

I checked the compressor with an ohm meter it tested ok. I tested the temp. control it tested ok. I assume the start device is solid state and I am unable to test with a regular ohm meter. I tried to test anyway. the bottom two holes had continuity but the top hole did not. Does this mean that the start device is bad ?
