am I safe to assume the water valve on the washer is bad?
Not really, as it may not be getting power.

Check that the valve is getting 120 volts when it should.

IF YES then it the valve
Remove the valve and check the filter screen on it's input side.
If dirty clean it. Do not remove it, it is there to keep crud out of the valve which would hold it open and cause a flood.
If clean replace the valve.

IF NO then it is probably the control board. Could also be a broken/loose wire.

My dishwasher turns on but water does not enter. I have water to the water valve, am I safe to assume the water valve on the washer is bad?
