Hi.
Get access to the control board, set the oven for bake and
using the multimeter check for 120VAC between BAKE and N.
If no voltage - replace the control board.
If there is 120VAC - trace the wires down to the safety gas valve.
Turn the oven off and check the valve for continuity with one wire off. If it's open - replace it.

Thanks for the info. I indeed checked the panel and I get 119.6V between Bake (Red wire; "BA" on panel) and N (white wire on back of panel). I'm assuming that means it is fine. You suggested checking the gas safety valve for continuity, which I have yet to do. However, if there was an issue with the gas valve, would this not shut off the gas to the broiler as well as the oven?
I did check the old igniter that I thought was the issue and it turns out one of the wires under the insulation was broken, so I'm really surprise the new one won't work. Not only that, I switched the broiler igniter (which works fine) and put it on the bake element, and it doesn't work either. Something else is going on.
I just find it so weird that there appear to be two simultaneous issues happening here at the same time. I am so confused.
Guess I better check that gas valve!
