outdoor Franklin Chef Model FBC360D cooler, when plugged in makes an electrical "buzzer" like noise and DOES NOT run.

was on its side for 15 min. but was up righted for 12 hrs prior to trying to start.

seems to be coming from a module like device where a few white and blue wires go to as well as some thick copper refrigerant type lines .... HELP
