Your oven uses a 'hot surface' electronic ignition system (see the following link) so it doesn't have a "pilot". You likely see the glow of the oven ignitor.

If the gas valve is opening but just that gas isn't being ignited, you likely have a 'weak' oven ignitor. It is likely what is generating the minimal amount of heat you are experiencing but not hot enough to ignite the gas of the burner. And yes, an ignitor can glow and still be defective (see the link above).

Oven does not heat. Natural gas oven. Can smell the gas when turn on, and heats somewhat, but doesn't get hot. can see the pilot come on, but doesn't heat properly?? Ideas for problem?
