My double oven is Jenn Air Model WW2780W. The top oven turns on for just a few seconds after setting the temperature but then turns off. Only sometimes it stays on and then all is well; but frequently not. The lower oven works fine.

I've noted also that the cooling fan does not turn on even when the temperature gets up to 400C. What do you think may be the problem?
