If you have to cut your water off the stop the water the water valve is bad and needs replacing. If unplugging the washer stops the water I would look at the water level control or the hose going to it.

my washing machine works other than when it is filling up in the beginning, or when it fills again at the start of a new cylce, it will overflow with water:( Any ideas?
