Thank you for the additional information. I will replace the element and will physically check it for heat when it is off to make sure it is actually off. If it cycles in preheat and and bake modes that, as you say, is probably how it is designed to work.

Most units turn the broiler and the bake elements on when in preheat.
This speeds up the preheat.

Also some units alternate from bake to broil elements during a bake cycle.
This is done to try to get an even heat in the oven.

The reason you had power was probably dependent on where you measured to. Your oven works on 240 volts without a Neutral/ground. The line in is L1 to Neutral = 120, L2 to Neutral = 120 therefore L1 to L2 = 240. They switch one side off to control the element but you still have power to the other side.

Thank You. That makes sense. I figgured that a relay would be employed to switch both L1 and L2 and suspected a stuck set of relay points. I will replace the element and expect it to be repaired. However, when the element burned in two, the oven (Not the broiler) was on and the (Broiler) element actually caught fire (Very intense white fire). something had to be completing the circuit for it to burn I would think. Even when off, broiler element has power to it. Actually burned in two shile oven was in bake mode. When I removed it, oven and broiler both off, electric current was present at broiler (Left side) element. I need a schematic or wiring diagram of this unit so I can trouble shoot the problem. How can I download one?
