Sounds like your breaker is wired incorrectly.

Both L1 and L2 are on the same side of the line

OR

Your plug is incorrectly wired with L1 or L2 connected to Neutral

I have 120Vac from L1 to common and L2 to common, but no 220Vac from L1 to L2 (on 4 prong plug). Any ideas?
