What controls both fans, meaning the fan in the freezer and the one on the condenser both are running all the time. Is this the main control board up in the refrigerator?

Starting a month ago we found the ice cream melted. First thing we did was adjust the controls. It helped, but the frig start freezing.

Over the last month we have cleaned the condenser coils and gone crazy on the control adjustment. Currently the adjustment is at 6 for the freezer (max out) and a little under 2 for the frig.

Both fans are run, at least one is running all the time. I have a Watts-Up meter plugged in now and it is drawing a minimum of 105 watts at all times. It is showing a monthly kilo-watt usage of 81, which sounds extremely high.

I checked the coil in the freeze and there is no frost on it.

What do I check to figure out what I need. I hate to get a new frig, this one is still looks like new and 7 years old does not sound all that old.
