Most likely the problem is a bad Bake igniter. We do not have any information regarding Garland parts, but if you can post a picture of the igniter it might help to find a replacement part.

This Garland oven has a gas valve with one inlet and 2 outlets. One outlet goes to the infared broiler (which ignites and seems to work OK) - the other goes to the oven's burner which won't ignite. Glow coil comes on and after a while I smell gas. If I hold a match to the burner it ignites a little but then goes out. Seems like the gas valve is letting a small amount of gas through. Over the last few months the oven has taken longer and longer to ignite until now it won't. How can I tell if it's a bad gas valve or if there is an electrical problem?
