Remove the wires from on side of the heater and check it with a meter. Usually they are around 20 ohms. If OK Check the wires from the timer down to the heater. If OK Reattach the heater, plug it in and check that the heater gets 120 volts when it should be heating. Could be a bad set of timer contacts. IF OK Check that the vent is open.
