Get it fixed under warranty just make sure they do not try and bill you for the service call as this is a safety issue.
Sounds like the console is plastic with the back of the console metal and a wire is touching the metal back plate which is floating because of the plastic mounting. In the old days they would of had to run a ground stap from the back plate to chassis to ensure it was grounded.

If its brand new, CALL FOR SERVICE!!! If its used, unplug it and open the console and have a look.:)
