The water does drain but the excess water is not removed from the clothes by the high spin?

The washer timer must interrupt power during the spin time to allow the tranny neutral drain clutch to engage. If the timer fails to do this, replace the timer.

To Whom it May Concern;

My washer does not spin after the rinse cycle. The timer finishes but when i look inside i notice that the tub has drained but did not spin the water out of the clothes. I have to reach inside and rotate the tub from side to side and in a circle. When i reset the timer back to the spin setting the tub will spin? Is this a clutch or transmission problem?
