Since you have doe a fair amount of troubleshooting, if you order the board from AppliancePartsPros and it does not fix the problem they will let you return it. See their return policy.

Unfortunately it sounds like the control board is toast. That's what I was afraid of. Is there anyway that I can test the control board before I spend the $130 to replace it? You could try the diagnostics to see if it comes up with anything. I did go through the electronic diagnostics screens. There was nothing unusual about it - no fault codes and no cleared error codes.
I am assuming you have tried both bake and broil modes. Yes, I have tried both bake and broil methods. Neither one will work. Thanks again for all the help!

My Whirlpool electric oven is not heating up for any settings (bake or broil). The oven is about 3 years old. The range and touch pad both work fine. I checked the thermal fuse - and it is still closed. I also have checked the heating elements and temperature sensor and all seem to be working (broil ~ 17, bake ~25, temp ~1080).
I have 240V coming into the terminal block (120V in each of two separate wires), but the thermal fuse, broil element, and bake element are all only receiving 120V. I'm pretty sure that the elements need 240V to operate - is this correct? What would be causing the elements to only get 120V?
