The hum is probably the water inlet valve solenoid. The timer is not supposed to advance until the tub has stopped filling with water. Sounds like your water level pressure switch is not working either because it is faulty, the pressure hose has a leak or the air chamber on the side of the tub that the hose connects to is clogged or the air hose itself is clogged.

Washer overflowed. Setting on time was for the largest load. Replaced the timer and tried it with the water turned off. The new timer did not move from the initial setting although a hum was heard in the washer.
