I set my refrigerator temp.down and nothing changes,it runs 40

If nothing running, the new control board probably blew out, possibly by a shorted compressor.
If the fans are running, but not the compressor, you will still need to check the compressor for a short. You will need a meter to do that.

Had a repair person come and he diagnosed a control board problem. Wanted more than my budget could afford-close to $500. I ordered the part-installed it and everything worked great-ice was popping out-freezer was cold and so was the fridge. Woke up this morning and back to square one-water all over the floor and both sides no longer cooling. I suspect when it went to the defrost cycle it did not come back on. What now?
