There is still some air remains in the water system. You have to drain out at least 3 gallons of water.

Gene, I drained only a quart of water and the dispenser would shut off, but the flow of water is not much more than a trickle.

After installation of the new water filter, the water system needs to be flushed. Use a sturdy container to depress and hold the water dispenser lever for 5 seconds, then release it for 5 seconds. Repeat until water begins to flow. Once water begins to flow, continue depressing and releasing the dispenser lever (5 seconds on, 5 seconds off) until total of at least 3 gallons has been dispensed. This will flush air from the filter and water dispensing system. As air is cleaned from the system, water may spurt out of the dispenser.

Replaced water filter and now the water dispenser won't shut off.
