I figured it out. It looks like the previous owner (or possibly just the older models, like mine) were supposed to have a PB040001 ignitor for the grill, but mine looks like the ones for the burners (a PA020014). So, I gently redirected the lead of the ignitor to spark lower, towards the holes in the burner, and now it lights on the first spark. Maybe not the proper way to fix it, but certainly the cheaper way.

I have an older VDSC365-4QWH and the grill burner will not light. I know gas is making it through and the igniter is sparking, but it will not light the LP. I can manually light the burner with a lighter, but cannot get it to ignite via the igniter. I've replace the orifice, cleaned the igniter, and still nothing. Any ideas?
