I cannot find a good copy of the wiring diagram for this unit so the below is a bit of a guess.

The Sears parts site seems to show thet one side of each element goes to the control board. The other sides of the elements are tied together and then go back through something (illegible) to the control board. This something mat be a thermal cut-off/fuse. Yoy will have to trace the wires to check this. If there is one then it should be 0 ohms.

Kenmore electric range model 790.46769902 niether the bake or broil element will heat. I have changed the control board, both elements and the temp sensor inside the oven and still nothing. What could it be?
