Your problem is a real puzzler because it does eventually heat up.

I would check the thermal hi-limit switch/thermostat for the elements.
It should be 0 ohms.
If it has any resistance I would replace it.

Check to any loose or overheated connections in the element circuitry.

If all this checks out OK then the only thing I can think of is that the control board is doing something crazy.

The broil element does not work either. I press the bake button, and set the temperature. The digital display then shows on, and the temperature stays at 100 degrees. I check the elements which do not get even warm. Maybe after 30 to 60 minutes the bake element finally heats up. As of last nite and tonite, we have given up waiting over an hour with no heat.

Both the bake and broiler elements do not turn on, the oven does not begin to warm for a minimum of approximately 30 minutes, and sometimes as long as 60 minutes to begin heating.

My oven will not turn on for at least 30 to 60 minutes. The stove tops work. I have had the lower oven bake element checked, and was told it was OK. Any suggestions for parts replacement or repairs?
