Jenn air oven heats, but not to correct temp

Model Number: SVE47600b Brand: Jenn-Air Age: 5 - 10 years

Oven heats up, but if set to 400 degress only heats to 250 degrees. Whe you set it to 450 degrees it only heats to 300 degrees.

Have already replaced the control board and thermostat twice (orders on file from Appliancepartspros.com) with the same condition. Lower heating element also replaced and does heat up (verified).

Have tried digital adjustmet to add 30 degrees but that is the limit to adjust.

checking actual temperature with two separate digital thermometers.

Please assist!
