Dual Element Burner Not Working

Model Number: AER5722BAB Brand: Amana Age: 1 - 5 years

Dual element burner only works for 1/2 of the burner. Both front burners are the same configuation. Took everything ( rotary switch, rocker switch that changes burner from 6" burner size to 9" burner, burner element) from left front burner (side that does not work) and switched it out with the right front burner (known good side) . Everything works fine on the known good side. Continuity tests are all good.
At a complete loss as to what is going on.
Also checked for any signs of a bad wire, Insulation stripped, loose connection, etc. all good.

Anyone have any ideas?
Thanks in advance for suggestions as to what to look for next.
