When on the “Convection Bake” setting, the oven is not heating at all. The fan works but no heat. When on the “Convection Roast” setting, the bottom heats. When on the regular “Bake” setting, the bottom heats. When on the “Broil” setting, top element heats. My best guess is the heating element on the back of oven is faulty. Does that sound like the most logical source of the problem or could it be more complex and I need a local repairman? Please advise.

Remove the rear panel in the oven and check the heating element (#31 on the diagram). In most cases the visual inspection is good enough to see a damage. If it's not visible, remove the heating element and check it for continuity.

I have the exact same issue with the HBL655, what part do I need?

The normal reading for the convection heating element is about 23 Ohms.
