Changed the igniter, we now get gas flow, but the gas will not ignite, wondering if the new igniter gets hot enough to ignite the gas.

It is rare the gas will not ignite! You may have mounted the new igniter too far from the gas ports, or your regulator is defective and causing a weak gas flow.
Also, make sure the voltage to the igniter is 115 volts. If everything checks out ok, I would call a pro. to look at it. You might lite the gas with a match and check for gas purity by observing the flame.
