for the past few weeks the oven will indicate that it is preheated with a beep and the indicater light, but a thermometer in the oven will show the temp way below (if set at 350 it may get to 275 when preheat indicator lights). To get the temperature to the needed temp I have to set it at least 50 degrees above the needed temperature. I set the temp to 350 and removed the shield so I could see the burner and the burner turned off at about 275. so it seems to be a sensor issue. but i am wondering if it could be something else

Yes it could be something else ( a bad board etc.) but at the top of the list is the sensor. Check it with a meter.

Note: That the temp sensor is a positive device (resistance rises with temperature) so if you have a poor/loose/dirty connection the unit will interpret this as a higher than actual oven temperature.
Check all connections to the sensor.
