12/2/09 and, unfortunately nobody replied to your question, so I do not know who told you to replace the control panel.
According to the
Tech sheet, the "F2-E1" error code means that the control board does not sense the keypad keytail connected. The manufacturer recommended to press CANCEL pad and replace the keypad (control panel) if the error code returns after 60 seconds. Otherwise the control board has to be replaced.
Have you ran the above recommended test?
At this time looks like the control board is the culprit.

I feel sorry for the money you spent. Unfortunately, this is a pretty common situation with Whirlpool ovens. The diagnostic instructions are not very clear written and sometimes both of these parts have to be replaced to solve a problem.
