I have a hotpoint electric oven.
The baking feature stopped working.
I removed the element screws and found the element connected by one wire. The other looked charred, no wire in sight.
took sheetmetal guard off back, found other wire in a fried state.
What do I do to troubleshoot and/or replace the problem part?

Replace the heat element and fix the wire (attach new terminal).

The model number you posted does not come up. Verify and repost it.

You may also have to replace the wire.
In order to get a good connection to the new connector the wire has to be cut back till you get to nice clean copper.

I thought about doing that, but doesn't the fact that the wire shorts out mean that the problem is something more complicated?

Not necessarily
What happens is if a connection is loose/pitted or dirty it introduces resistance into the circuit. As current passes through this point heat is generated, this degrades the connection which increases the resistance which increases the heat and so on and so on till finally the connection fails.
