Any ideas on what needs replacing (bake element, oven sensor, or control panel)?

Here are your parts
Replacement parts for W131W models | AppliancePartsPros.com

Remove power from the unit, remove the element and check it with a meter.
Should be around 10 ohms.

Be sure to clip something onto the wires from the element (clothes pin etc.) so they do not pull back into the unit.
