GE TrueTemp Oven Will Not Light

GE TrueTemp oven will not light. Broiler works fine in either hi or low mode. Oven glow bar never glows. I checked the voltage at the bake relay as shown on the schematic that came with the oven. It measures 1125VAC from the terminals BA to N when the oven is switched ON, and measures notheing when the oven is switched OFF. Any help would be appreciated.

GE TrueTemp Oven will not light

Should have said that it measures 115VAC at the relay.
