Lower oven bottom element does not heat up on our Frigidaire double wall oven. Top oven works fine and the upper element of lower oven also works ok. We pulled the non working bottom element out and tested it with an ohm meter and there is a current of 19.0 on our digital meter. So I'm guessing an element replacement is not the solution. What would be the next thing that could be the problem?

Okay so unfortunately this one would require the use of a schematic or wiring diagram. sounds like the element is indeed good if the readings are correct the next step would be tracing the circuit to find the voltage loss. Commonly we receive a few bad main control boards that sometimes the bake relay may stick and never send proper voltage to the elements. if your not comfortable with tracing a schematic and doing live 240v tests i would recommend call an experienced professional as this can be very dangerous and sometimes calls for removing the oven itself.
