You will have to remove power from the unit, pull the oven and check the fuse with a meter.

This time I turned the circuit breaker off for fifteen minutes and then turned it on. The lower oven did not come on. If the shut down thermal fuse is good what would be my next step?

If the unit shows that it is ready, check the oven sensor. If all OK then odds are that tthe control board is bad.
