Here are your parts
Parts for KitchenAid KEBC278KSS04 Oven - AppliancePartsPros.com

See the attachment for the tech sheet

Could be that the oven shutdown thermal fuse for that oven blew.

You will have to remove power from the unit, pull the oven and check the fuse with a meter.

The lower oven quit working a month ago and then after a week or so started working again. This time I turned the circuit breaker off for fifteen minutes and then turned it on. The lower oven did not come on. If the shut down thermal fuse is good what would be my next step?

If it is OK then check the wiring to/from the elements.
If the unit shows that it is ready, check the oven sensor.

If all OK then odds are that tthe control board is bad.
