I have a whirlpool oven that will not heat. Stove top works fine, broil works fine -- only the bake function is not working.

First thing I tried was to replace the igniter, but that didn't help. Igniter will spark but the oven burner doesn't light. I also ran a continuity test on the safety valve, and it seemed ok. Am I correct to assume I need to replace the burner now? Or is there be another culprit I should check first?
