Can you tell me what the serial number is for a thermal fuse that should buy to get my oven heating up again to the right temp?

Here are your parts
Parts for Whirlpool GBD307PDS10 Oven - AppliancePartsPros.com

See the attachment for the tech sheet.

You did not describe the problem very well so I am assuming that one oven is not heating up at all and that it stays in pre-heat.
If the above is true then it could be item 37 in section 01 or 012 of the parts.

Thank you, to better explain the problem I am having...the bottom oven heats up fine but the top oven does not heat up enough. I think it stays around 275 degrees even tho I try to set it to 500 degrees. I have never used the self cleaning feature as many people warned me that it may cause problems. Is this a thermal fuse issue or something else?

Yes it is a thermal fuse.

But it kills power to both elements so I do not think it is your problem if you are getting some heat.
Unless the 275 is the default digital readout.

Does the unit show it is ready or does it stay in preheat.

If it shows ready then it could be an oven sensor or a control board problem.

If it stays in preheat it could be a control board problem but may also be that one of the elements is burned out.
Most units switch back and forth between the bake and broil elements in preheat and bake modes.
