The gas lower oven will not start. after a partial teardown, I can reach the burner assembly. There is a ignitor with two wires . If the ignitor is bad can I check the voltage to it to see if it is correct, before check anything else. When start "bake" The led says 100, (temp set is 350) but nothing happens.

I am thinking ignitor for the most likely part. Any help appreciated!

Does the ignitor glow? If yes then go to #2. If no, then #1
#1. Check the ignitor for continuity. Remove leads from gas safety valve before testing. If it is good (low resistance), then it might be a bad relay or control board, check to see if the ignitor is receiving any voltage (115VAC). if it has voltage, maybe a bad safety valve. If infinite resistance, ignitor needs to be replaced.

#2. If it is glowing and you have an amp probe, you can check the amperage it draws. The range should be listed on the gas safety valve. If it is below the required range, replace the ignitor.

#3. With the ignitor removed from the safety valve test the valve for continuity, if it is ok. Check for any gas blockage to burner. If valve shows a short, replace it.

It is most likely the ignitor, like you had guessed.

I went ahead and got new ignitor. It was $95 with a 10 year warranty. Thanks for the replies!

Problem solved And saved a service call.
