Burner Temperature not consistant

Model Number: ACF4215AC Brand: Amana Age: 5 - 10 years

One burner on this smooth cook top occasionally goes to max temperature when set between simmer and 2.5 or 3. Sometimes readjustment stops this behavior but it usually requires turning it off for a few seconds. Is this a switch, element or other device failure & how do I test it? Thank You!
