This is an electric range with keypad for clock and timer, and a knob for the oven control. The problem we are having is that the bake element is not working, but instead the broil element is coming on when any bake temperature is selected. (The broil element also works normally when the broil mode is selected.) All of the range top burners work fine. I removed the bake element and tested it for continuity using a multimeter and it tested fine. Also did not see any defects on the element itself. I also checked the thermostat setting (by pressing and holding the hour +/- keys on the keypad) and it reads 0. From what I have read, it seems this might be a control panel problem? Thanks in advance for any advice.

Note that I do not have access to GE tech data. They like to keep all info a secret so the below is just general info.

First unplug the unit or flip the breaker off for a couple minutes just to be sure that it is not just a glitch on the control board. You probably already did this when you checked the element.

If the unit stayed in preheat or took a long time to come ready then the oven sensor is OK.
If you want to check it, it should be about 1100 ohms at room temperature.

On most stoves the control switches back and forth between the bake and broil elements when in preheat and bake modes. This gives a more even temperature profile in the oven.

I agree with you that it does point towards a bad control board.
I would check the wiring to the bake element just to be sure it is not a bad wire/connector. Be sure to unplug the unit when doing this.

Unfortunately it looks like the control board is obsolete.
Note that there are companies out there that will repair obsolete boards, just Google "appliance timer repair".

It appears to come ready in a normal amount of time - it does not stay in preheat mode. I checked the resistance of the oven sensor (pulled the connector from the control board and touched the multimeter here). I'm pretty sure it reads around 14 or 15 ohms - when I set the multimeter to the 2k scale, it shows a reading of 0.014 (so 0.014 x 1,000 = 14). Is this correct? If so, this is way off from the 1100 you mentioned - does this mean there is a problem?

Any further advice is appreciated!

Yes I would say that you have a problem with the sensor.

But if it is the sensor, why will the bake element not come on at all? The oven seems to preheat properly, which seems to indicate that the sensor is fine, right?

Right.

The problem is that both the above are correct but you measured the sensor and it measures like there is a problem so that is where you have to start.
Note that I do still think that the problem is with the control board.

That the unit comes ready in the normal amount of time is puzzling as the bake element is not coming on.
