I am having trouble with a electric range that had symptoms of that it would not heat up and so in troubleshooting I found that the element was destroyed split in a couple of places. I ordered a replacement based on the model number and installed it exactly as the previous one was.

I am getting the same symptoms now though. How should I troubleshoot at this point, I am thinking the controller should be looked at. I was going to use a multimeter and make sure the power is getting to the appropriate areas but not sure where to go.

Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.
[COLOR="Red"]Be careful as 240 volts is lethal !!![/COLOR]

Also check that the unit is staying in preheat.
If it shows that it is ready then it may be a oven sensor problem.

If the above are OK then odds are that when the element failed it also blew the control board.
