The bottom oven on a double wall built-in oven won't heat after a self clean.
The top unit is ok after a self clean.
I am pretty sure the the thermal fuse is blown, but
I'm not exactly sure where the fuse is located and how to access it.
Can someomne help.

There is a resettable fuse/thermal switch that is located in the space between the upper and lower ovens. You can access this space by removing three screws on the bottom of the cover and two screws on top that are accessible by opening the upper oven door. The switch has a red button on the top of it. Push down to reset it.

Worked for me.
