Broiler element won't work. Replaced it and still same results.
Baking element and stove top work fine.

Perhaps the thermal fuse is blown. It is Item 26 in Section 03 of the parts.
Remove power from the unit and check it with a meter, should be 0 ohms.

Yes checked, 0 ohms. Also, doesn't the thermal fuse control the bake element as well? That is working fine.

No, the thermal fuse just controls the broil element.

Looking at the wiring diagram:
The bake circuit is L1 , CON2-4 , K4 relay , CON2-7 , bake element , CON4-3 , K5 relay , CON4-1 , L2

The broil circuit is L1 , CON2-4 , K3 relay , CON2-1 , bake element , thermal fuse , CON4-3 , K5 relay , CON4-1 , L2

If the fuse measures zero ohms then it is OK.

Zero ohms (dead short) not to be confused with no ohms or infinite ohms which is an open and means the fuse is blown.

Check the wiring to the broil element.
Check the broil element with a meter.

If both are OK then I would say that the control board is bad.

Thanks for all your help. I believe it is the control board. Hate it when that happens. In the last year I've replaced a washer with a bad transmission, dishwasher with a bad motor, hot water heater, Refrigerator with a bad compressor. All around 12 years old. Any thoughts on who makes quality appliances today or are we at the mercy of planned obsolescence?
