Neither element heats in left oven, nor does the indicator lamp light. There is power at the switch and power is transferred across the switch terminals when the switch is rotated on.

Check the wiring to the elements if you get 240v your good and have bad elements. If that's not it check each switch for the elements and make sure you have 240 going in L1 and L2 and 240 going out H1 H2......if that's not it track that wiring down to the terminal block where the plug is wired in and see if you have burnt or bad wiring or a loose connection

I have 118V on L1 & L2, both elements ohm out at 38-39ohm's Connections are good, there is what appears to be some sort of sensor in the L1 link that ohms out as closed. I assume I have a bad control / thermostat?

Here are your parts
Parts for Frigidaire PLCF489ACB Range - AppliancePartsPros.com

Here is a wiring diagram
http://manuals.frigidaire.com/p...assomption/318045314.pdf

As you can see in the wiring diagram there is a safety thermostat in the circuit to the left oven elements.
perhaps it is open.
