Gas oven problems.

The broiler has not worked for some time and most recently the bake burner just stopped working. After trouble shooting we decided it would make sense to replace the ignitors for both bake and broil.

The bake burner seems to be lighting as it should, but the broil burner still is not lighting. The ignitor is burning bright, and when I open the oven after the ignitor has been on, there is a cloud of blue gas, no flames, when I open the door the ignitor shuts off and the cloud dissipates and smells of gas.

Since the bake burner appears to be working alright I have ruled out the Oven Safety Valve ... or am I ruling that out prematurely ... could it work ok for the bake burner and not for broil, or is there another component I'm overlooking?
