Old GE Double Oven wont self clean

My Mother's in-wall double oven won't self clean on the top oven (the bottom oven works fine). The lower oven works fine. You press a latch release button on the display and slide a lock to lock the door. Then you have to press that latch release button when the cleaning is done to unlock the latch. You set the Temperature and setting dial both to "Clean" and make sure the start timer is set to current time and the stop timer is set for 2-3 hours from the current time. The red light above the Temperature knob illuminates as does the "Clean" light and the lower oven heats up and cleans.
The upper oven doesn't light up the "Clean" light when you go through that same procedure. The latch on the upper oven will come unlatched without pressing the latch release button, so I am suspect of something not working correctly in the switch on that upper latch. I've had the display panel loose and there are two items that look like switches mounted on the latch mechanism. The switch closest to the front is closed (continuity across it) when the latch is not locked and then is open when the latch locks. I also discovered that when the lower oven is in a cleaning and I lock the upper oven latch, the "Clean" light goes out and neither oven will clean. Do you think one of the switches on the upper latch is bad or could it be Temperature or Setting knob for the upper oven?
