Voltage between neutral and back metal panel

My Jenn Air JDR8895AAB dual fuel range needs a new control board (fried) but I discovered that there is a current between the white neutral post on the main electrical wire to the metal cover that is behind the wires and in front of the insulation. Is this normal? Is it dangerous? Could this be the source of my problem? Can it be fixed?
I'm trying to figure out if it is worth while to fix it. If I'm going to spend more than $500, I may just as well replace this stove rather than fix it. I don't want to replace the control board only to have a new one fried too. The beginning symptom was the element behind the convection fan won't turn off. I have to turn it off at the breaker.
This is a 3 wire 240V electrical connection.
