lower oven bake element not getting hot
tested element OK
two wires to element only reading 120 volts on one
other 0 volts

I am assuming that the oven stays in preheat and does not show that it is ready.

two wires to element only reading 120 volts on one, other 0 volts
What was the oven set at re: off etc.?
Was the element attached?
Where exactly were you measuring?

The above is strange because even if one side of the line is not switched on, you should see the same side of the line (120 volts) on both sides of the element as long as the element is OK.

Does sound like the control board is toast.
