i have a maytag gemini double oven.
the lower oven works fine the upper one does not heat up at all broiler or oven. i checked the contacts everything seems fine for the elements.

Sounds like the control board is toast.

I am assuming that it stays in preheat.
if it does show that the oven is ready then it could be an oven sensor problem.

As you can see in the wiring diagram the upper broil element does have a hi-limit thermostat. You may want to check it. It should be 0 ohms at room temperature.

It should only affect the broil element but they may have wired it into the common line to both elements. Would not be the first time that a wiring diagram does not match the unit exactly.

Also I do not know how long you waited for the bake element to turn on.
Most unit switch back and forth between the bake and broil elements in preheat. I do not know which element comes on first or the cycle times.

Yes it stays on pre-heat. what is the part number for a control board.
is it hard to install?

The control board is Item 3 in section 02 of the parts link.
You may also need an overlay depending if the old one comes off the control board OK.
