Oven Temp 60F low

Model Number: 38hn-6tvw Brand: Magic Chef Age: More than 10 years

I have to set oven temp. to 460F in order for it to control at 400F. In addition, the temp will cycle between 360F and 400F on the top rack. What is wrong?
