Oven Repair (including Ranges and Cooktops)

We have a 24inch Whirlpool Built in Electric Oven. (Model Number RBS245PDS18) When we preheat the oven, the elements (broiler and bottom element) come on and it looks like the top element gets red hot before the bottom one does. Then we get these codes E2 and F3, the door locks, the oven shuts off (built in safety switch?), and the fan starts. When the oven cools down it will unlock. I ordered a sensor and replace it and it still over heats and shut itself off. I am not sure if I need to replace the broiler element or the electronic controls.

If the elements heat evenly along their length then I would replace the control board (item 3 in the Control Pane Parts section.
